All of the complaints were filed after Lugo was registered with UBS Financial Services in Puerto Rico in 2002. Carisalagen Investment, a Puerto Rico-based investment firm, has filed a complaint against UBS in federal court. They recently persuaded the court to compel testimony from Lugo.
Lugo stopped working for UBS in 2015. Many of the customer disputes on his record are still pending. Lugo’s name was referenced during the criminal case of Jose Gabriel Ramirez, Jr., who pled guilty to bank fraud charges based on allegations that he made $1 million in commissions, becoming the first UBS broker to serve jail time for charges based on UBS proprietary closed end bond funds.
Ramirez identified Lugo as someone who was either involved in, had knowledge of, or encouraged transactions in the scheme that was the basis of his conviction, according to a CNBC report. Mr. Lugo’s lawyer denies Mr. Lugo’s involvement.
