Jeffrey Blutstein, Former Kestra Investment Services Broker, Barred for Refusing to Provide Information During Finra Investigation

Jeffrey Blutstein (CRD#: 1398688) is a previously registered broker and investment adviser. From 2007 to 2018, Mr. Blutstein was a registered representative with Kestra Investment Services, LLC, based in Elmsford, New York, before associating briefly with American Portfolios Financial Services for one year.

In March 2018, Mr. Blutstein was discharged from Kestra following allegations that he violated firm policy. In 2019, FINRA began an investigation into whether Mr. Blutstein violated FINRA rules by engaging in undisclosed outside business activities while associated with Kestra.

During the course of the investigation, FINRA sent Mr. Blutstein a request for information pursuant to FINRA Rule 8210 (Letter of Acceptance, Waiver and Consent №2018057785901). Following Mr. Blutstein’s refusal to comply with the request, FINRA barred him from acting in any capacity with a FINRA member firm.
